Federal Audit Subject Matter Expert / Instructor (Part-Time)

Graduate School USAPart-timeAuditRemote

Is This You?

Graduate School USA is seeking experienced federal audit practitioners — GAO and Inspector General (OIG) auditors, performance and financial statement auditors, program evaluators, internal control and compliance specialists, forensic and fraud examiners, IT auditors, and audit supervisors (typically GS-12/13 and above, or equivalent agency, DoD, or uniformed-service experience) — who want to share their expertise with the next generation of government auditors.

This is not a traditional faculty position. We are looking for practitioners first: people who have planned and led audits under Government Auditing Standards (GAGAS), developed and defended audit findings, written reports to agency leadership and Congress, tested internal controls, traced federal appropriations, or detected and investigated fraud, waste, and abuse — and who can bring that lived experience into the classroom. If you have spent your career supervising audit teams, briefing stakeholders, or mentoring junior auditors, you already have the foundation we need. Formal teaching experience is highly preferred but not required; GSUSA provides instructional onboarding, established curriculum, and course materials.

Company Overview

Graduate School USA (GSUSA) is a distinguished training provider dedicated to delivering workforce development solutions exclusively to the federal government and public service professionals. Through its Government Audit Training Institute (GATI®), GSUSA has been the premier provider of government audit training since 1978, partnering with more than 125 federal agencies and training over one million federal employees.

Position Overview

Courses are taught to predefined GSUSA learning objectives with established materials — your job is to bring the subject matter to life with depth, currency, and real-world federal experience.

Our Federal Audit curriculum spans the full audit lifecycle and the GATI® competency framework. We welcome instructors with deep expertise in one or more of the following tracks:

•      Performance Auditing, Planning & Evaluation: Conducting and managing performance audits; program evaluation and performance metrics; risk-based and objectives-driven audit planning; selecting and planning audits for return on investment; and assessing controls in performance audits.

•      Financial Auditing & Compliance: CFO Act financial statement audits; federal appropriations law and Antideficiency Act red flags for auditors; federal financial management fundamentals; auditing grants and contracts; and assessing financial-related activities and controls.

•      Internal Control, Compliance & Risk Management: Manager and auditor roles in assessing internal control; GAO Green Book standards and OMB A-123; compliance auditing; enterprise risk management; and effective audit resolution, follow-up, and implementation.

•      Forensic Auditing & Fraud Investigation: Detecting and preventing fraud, waste, and abuse; contract and procurement fraud; bribes and kickbacks; building a case to prosecute fraud; and red flags of infrastructure (IIJA) fraud.

•      IT & Cybersecurity Audit: Information technology and information systems auditing; FISCAM and NIST frameworks; assessing the reliability of computer-processed data; and the audit implications of emerging technologies, including AI.

•      Data Analytics & Audit Techniques: Applying data analytics to audit planning and execution; statistical sampling; anomaly and trend detection (including Benford analysis); and quantitative and qualitative analysis techniques for auditors.

•      Audit Communication & Reporting: Writing audit reports by objectives; developing and presenting audit findings; interviewing techniques; preparing IG semiannual reports to Congress; and presentation and briefing skills for auditors.

•      Audit Management & Leadership: Leading and managing audit projects; audit supervision; managing the audit engagement from planning through closure; coaching audit staff; and building high-performance audit organizations.

Minimum Qualifications - Read before Applying

•      A minimum of 7 years of hands-on federal audit experience — in performance auditing, financial statement or financial-related auditing, internal control and compliance, forensic or fraud auditing, IT auditing, or a related federal audit specialty — gained within a federal agency, an Office of Inspector General, the Government Accountability Office, the uniformed services, or in direct, sustained support of federal audit clients.

•      Experience in state, municipal, nonprofit, K-12/higher education, or general corporate auditing does not substitute for federal audit experience. Candidates without direct federal audit experience will not be considered for this curriculum.

•      Demonstrated experience leading, training, briefing, advising, or mentoring professionals — for example, supervising audit teams, briefing agency leadership or stakeholders, leading working groups, or conducting on-the-job or staff training.

•      Bachelor’s degree or higher.

Preferred Experience/Certifications

•      A government audit or accounting credential, such as Certified Government Auditing Professional (CGAP), Certified Internal Auditor (CIA), Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), or Certified Fraud Examiner (CFE).

•      Completion of, or eligibility for, GSUSA’s Certified Government Auditor (CGA) program or Audit Leadership Certificate, or a comparable federal audit certificate.

•      Direct experience applying GAGAS (Yellow Book), GAO Green Book internal control standards, and current OMB and CIGIE guidance, with knowledge of evolving federal audit policy and practice.

•      Prior formal instruction experience with adult professional learners, in classroom or live virtual settings (e.g., agency or OIG training programs, professional association courses, or adjunct teaching of federal audit content).

•      Experience delivering training via Zoom or Microsoft Teams.

Key Duties & Responsibilities

•      Deliver engaging instruction on federal audit topics to adult learners in live virtual and occasional in-person formats, aligned with GSUSA curriculum learning objectives.

•      Support instruction with provided materials (slides, handouts, references) and recommend updates based on regulatory and policy developments.

•      Draw on current federal audit practice to connect course content to learners’ real-world agency challenges.

•      Respond promptly and professionally to student questions during and outside of class sessions.

•      Collaborate with GSUSA curriculum staff to keep course content accurate and current.

•      Comply with GSUSA policies, procedures, and quality standards, and participate in instructional onboarding and ongoing professional development.

Technology & System Requirements (Virtual Instruction)

•      Proficiency with Microsoft Office 365; comfort with Zoom, Microsoft Teams, and digital communication tools (training provided on GSUSA-specific platforms).

•      Windows 10 or macOS 10.9 or later; large or dual monitors; HD webcam; microphone and speakers; reliable broadband internet connection.

Instructor roles fall under two designations based on skills and experience; those selected for an Instructor designation can expect an hourly pay range of $40.00 to $60.00, with individual compensation determined by relevant experience, skills, geographic location, and level of role. This range is subject to change.
